Called to order
at 0905 by President Fair. All Board members present. Roll call
done with all lodges present except Lake Area #13. Minutes from
2005 were mailed, with Board minutes read from 01-13-06.
Motion by Lodge
1 to accept 2005 minutes and wave reading along with minutes
read from 01-13-06. 2nd by Lodge 4. All minutes passed.
Treasures
report presented by Treasurer Harrison. Motion by Lodge 1 to
accept with 2nd by Lodge Brookings 8. Passed
Officers
Report:
Secretary
Goetsch reminded lodges to get names of new members in as soon
as possible as that member is not eligible for benefits unless
they have been registered with National. This goes for any
losses in membership as well. Some lodges are paying for members
who are no longer with them.
Treasurer
Harrison presented his report in writing.
Vice President
Bedard gave a short brief on the essay contest and discussion of
whether we will continue this in the future.
Sgt. At Arms
Dickey: no report
National
Trustee Schmitt: Update on the right to carry law. Update on the
death benefits on the national level regarding heart attacks and
advised that the National lodge has now made the location of the
National Lodge permanent in Nashville, TN. Galls Inc. is also a
sponsor with FOP.
President Fair:
Handouts to each lodge: A copy of the National Memorial service
on CD was given to each lodge by the State Lodge. A letter from
Vantage Health and the service they offer was provided to
members.
Bills: None
except the hotel rooms for this meeting.
Old
Business:
A lobbyist for
the State was discussed. At this time, it does not appear we
will continue to pursue this for the state.
The memorial
was updated with space added for additional names. It was
cleaned, and is looking very good. There was only space for two
names before the additional space was added. We hope we don't
have to use this added space however. Brother Wharton brought up
there are some names to be added to the memorial that date back
some time that he has dug up. They will be added.
Treas. Harrison
gave a brief on the Western States meeting in Deadwood. We had a
great turn out and many positive compliments.
New
Business:
Mike Callan
gave a brief on his efforts for the State Lodge fundraising.
They are doing two things for us - the phone solicitation and
the magazine. They had to close the office in Sioux Falls due to
some sales tax issues. Money is down some due to the disasters
the US had. A reminder to please get news items in for the
magazine. Regarding the do-not call lists, some states add
non-profits to that list. SD has not done this yet.
Charlie Wharton
gave a presentation on the new academy.
SF President
Tom Lien gave a brief on the 9-11 dinners they hold. This is
open to all public safety groups. They are requesting $5000 to
help sponsor this. Motion by Treasurer Harrison with 2nd by VP
Bedard; passed.
SF discussed
the Moto Cross race that is held in the SF area. The FOP has a
billboard on site. This is supported by alcohol and tobacco free
sponsorship. Requesting $500. Motion by Treasurer Harrison with
2nd by Lodge 14; passed.
SF gave a brief
on the Special Olympics program again for this upcoming year. A
brief was given by Jeff Miller of the Brookings lodge. Again
they are asking for $2000 with motion by Lodge #1 to give them
$3000 with 2nd by Rapid City. An amended motion was made for
$5000 again with 2nd by Rapid City. The amendment was passed.
Good of the
Order:
We have $50,000
to split this year with the local lodges. Each lodge was given
$1500 as a base amount with the remainder divided by the total
number of members in the state. $30 was then paid per member in
addition to the base based on membership. It was discussed of
what we want to do with the lodges that do not attend the
Presidents Meeting. Motion by SF to allow the board to monitor
the lodges and representation at that President's Meeting. 2nd
by Rapid City, passed.
The web site
has been redesigned. The lodges along with the State Lodge need
to add information to the web site. Please send info in to get
put on the web site. It was also discussed of giving Jane
something as a thank you for her help with this website. The
site is looking great and Jane does an excellent job of caring
for it. A motion was made to give her $250 as a gift by Lodge 1
with a 2nd by Brookings, passed. The money will go to Lodge 1 to
find the best fit for the gift.
The DC trip was
discussed. Rather than paying airfare, rooms and per-diem, the
State Lodge will pay a set fee for each person. This cost will
cover the rooms and a set fee of the airfare. Rapid City advised
that we do need representation at this event. Not only for the
national exposure but the message given to the families of those
who have given their lives knowing they are not alone during
this hard time in their lives.
Thank you was
read from National President Cantabury for the relief efforts of
the hurricanes, along with a thank you from Maria Allen for
money toward a loss of her home to fire in Rapid City, as well
as a thank you from Special Olympics.
A display case
is set-aside at the new academy for items to be displayed. If
you have anything to display, contact a board member.
Round Table:
Lodge 1 Sioux
Falls- 2005 was a great year, with the 9-11 dinner being again a
huge success. More money is going into the community. SF is
sponsoring a new hockey team this year. Many other things going
on as well in their lodge. Officer Greg Slaven was presented
Officer of the Year at the Game Feed.
Lodge 2 Rapid
City- Monies are going out to many programs. Some work has been
done on the lodge house. They are doing a rodeo also. Many other
items also going on.
Lodge 3 Huron-
A smaller lodge in numbers, but they maintain well. Again
sponsored the food basket program. Coats for Kids, DARE and
Rodeo among many other programs are sponsored. They raised
$42,000 for the Food Basket program through a telephone. Great
work on that, Lodge 3.
Lodge 4
Aberdeen- Held the concert again, did well. Shop with a Cop
program, gift baskets, sponsored a local lady with some medical
costs. Doing well.
Lodge 5
Madison- Had two golf days, a great fishing derby, as far as
turnout. Support to the youth sports and other items.
Lodge 6
Watertown- Started a scholarship, did Shop with a Cop, youth gun
safety program, Christmas light contest judged by officers
working nights with money going to a charity. Supporting many
youth sports events with the major fundraiser held during 4th of
July. Other events being done, still working on some land to
build a lodge also.
Lodge 8
Brookings- Do something every year during Halloween, did a float
for Parade of Lights, youth programs supported as well. A golf
tournament is the major fundraiser. Helped the SD POA, as the
conference was held in Brookings this year. Raffled some prints
there to raise money.
Lodge 9 Pierre-
Worked the memorial again, sponsored some baseball and a bowling
pin shoot. Good help with the Torch Run.
Lodge 10 Spink
County- Monies coming good and growing each year as far as
fundraisers. Been allowed to increase sponsorships towards our
youth programs due to increase of funds as well as Shop with a
Cop, local help with a fire and many other things.
Lodge 11
Yankton- We are having some membership help problems, but were
able to hold a fishing tournament. Held a dinner. Held a
concert, which was a learning experience.
Lodge 12
Northern Hills- Started the Shop with a Cop, we have members in
Butte, Lawrence and Meade County and each town went with a cop
from their town, with each town going to a store in that town,
such as Wal-Mart, Pamida, Kmart and Alco. Raised our membership
from 50 to 70. Getting our name out more, did a float with
parade of lights. Supporting some other groups and upcoming
pistol shoot this summer.
Lodge 14
Milbank- Trying to get members involved. Supporting some
activities and trying to get some fund raising things going as
well.
Motion by
Treasurer Harrison to give Pierre Lodge $500 to go toward the
memorial ceremony in Pierre. 2nd by Sioux Falls, passed.
Some free
raffle items were given out.
